  Introduction  
       
 
The Department of Scientific & Industrial Research (DSIR) has in its fold a wide range of activities and schemes for the promotion, development and utilisation of technology. DSIR also deals with major issues relating to industrial technology interacting in this process with Ministry of Industry and other related department. Some of the other activities include recognition and registration of Scientific and Industrial Research Organisations and in-house R&D Units.

  Objective    
 
To promote and support the industry’s efforts in development and demonstration of indigenous technologies, development of capital goods, absorption and upgradation of imported technologies, building indigenous capabilities for development and commercialisation of contemporary products and processes of high impact and strengthening linkages between national research organisations with industry through joint R&D projects.
 
  Who can submit a proposal  
 
Well established In-house R&D units of industry on their own or jointly with user industry, national research organisations, IITs and universities.
 
  When and how to submit a proposal  
 
The proposal in the prescribed proforma can be submitted any time during the year.
 
       
  Areas of research support  
   
 
Development and demonstration of new or improved techno- logies
 
Indigenous developmentand upgradation of capital goods
 
Absorption and upgradation of imported technologies
 
       
  Components of grant  
 
Pilot plant, prototypes, dedicated test facilities, consultancy/research assistance by other research agencies, consumables and operating/performance trials.
 
       
  Items not allowed out of grant  
 
Land, building, general analytical and testing facilities.
 
       
  Mechanism of implementation and monitoring  
 
After initial scrutiny, the proposal is referred to experts and then considered by a high level Technical Advisory Committee (TAC). The project is monitored by a Project Review Committee. The Committee meets not less than twice a year to review the progress. Three copies of the PCR are required to be submitted. The PCR is reviewed by DSIR. PCR is maintained by the Department.

  National Information System for Science & Technology (NISSAT)  
  Objective  
 
To interlink existing centres, systems and services into a network and facilitate the effective transfer of latest and most relevant information to users. The programme also conducts experimentations with application of modern information technology and development of endogenous capabilities for the purpose.
 
  Who can submit a proposal  
 
R&D institutions/laboratories, academic institutes, registered non-profit/non-commercial organisations interested in information science and technology.
 
  When and how to submit a proposal  
 
Twenty copies of the proposal in the prescribed format can be submitted any time during the year.
 
  Areas of research support  
 
 
Creation of information centres on specific subjects for providing bibliographic and factual information on a specific product, discipline or mission.
 
Topics related to advancement of knowledge in the field of information science.
 
Preparation of State-of-Art reports, studies, directories, creation of databases etc. on basic and applied research on information science. - Resource sharing through networking.
 
Conduct training courses to improve upon and update the skills of the information professionals.
 
  Components of grant  
 
Salaries, equipment (on special cases), computer time, consumables, internal travel, database searches and contingencies
 
  Items not allowed out of grant  
 
Infrastructure like vehicles, buildings.
 
  Mechanism of implementation and monitoring  
 
The proposal is considered by an Executive Committee (EC) and if required sent for comments of experts.
 
 
For bigger projects an Advisory Committee at the project level reviews the progress of the project. The PI is required to submit quarterly progress reports. Review meetings are held with the PIs.
 
 
Two copies of the PCR alongwith the PCR on a floppy are required to be submitted. The executive summary of the project is published in the quarterly newsletter - ‘Information Today & Tomorrow’. One copy of the PCR is kept in NISSAT library.
