INDIAN NATIONAL COMMITTEE ON IRRIGATION AND DRAINAGE (INCID)
 
  Introduction  
 
INCID was constituted by the Ministry of Water Resources (MOWR) in April 1990 with the following functions:
 
 
 
To prepare and periodically update the state-of-art in the country in different branches of irrigation and drainage by collecting relevant information from national and international organisations and disseminating the same.
 
To encourage the national institutions to take up research studies and developmental activities in the fields which have been identified by the committee as thrust/priority areas: where necessary, the committee may itself nominate the institution for undertaking research/development in a specified subject.
 
To promote and coordinate effective participation of India in the international programmes related to irrigation and drainage and to act as national committee for such international bodies where required.

  Objective  
 

To solve problems faced by the design, construction and maintenance of irrigation projects and evolving more economical and advanced methods in construction and use of new and non-conventional materials and to study the problems relating to flood control and river training works, methods of assessment of design and improvement in irrigation methods to minimise losses.

 
  Who can submit a proposal  
 
Institutes having infrastructure, basic facilities for taking up the studies such as central and state agencies research stations/institutes/laboratories, universities/regional engg. colleges/IITs, agricultural universities, national organisations, WALMIs, non-profit making registered units etc.
 
  When and how to submit a proposal  
 
The proposal can be submitted to INCID secretariat in the prescribed proforma at any time during the year.
 
  Areas of research support  
 
 
Development of technology for containment of adverse environmental impacts of dams and reservoirs, sedimentation control for different geomorphic, vegetation and rainfall regions of the country.
 
Establishment of more effective evaporation control methodologies.
 
Development of package of cost effective techniques for erosion control, non-structural measures for flood control, disaster preparedness.
 
Field trials for controlling water logging and salinity.
 
Development of package of cost effective canal lining including new materials and techniques.
 
Efficient water management techniques including better farm application methods of drip/sprinkler systems and dynamic regulation of canal networks.
 
  Components of grant  
 
Staff salaries, minor equipment, internal travel, consumable and other miscellaneous expenditure.
 
  Items not allowed out of grant  
 
Creation of infrastructure like vehicles, building etc.
 
  Mechanism of implementation and monitoring  
 
After critical scrutiny by the INCID secretariat, the proposal is sent to members of the Special Committee concerned and also to all INCID members for their individual comments. The comments on the proposal are placed before the Special Committee concerned. At times the PI is also invited to make presentation before the Special Committee. Based on the recommendations made by the Special Committee, the INCID secretariat recommends the proposal to CWC for funding by MOWR.
The PI/Institute is required to submit quarterly and annual progress reports which are evaluated by INCID secretariat. The projects are monitored under the guidance of the Special Committee. R&D review sessions are also held to take a view on the progress of the project.
Ten copies of the PCR are required to be submitted. PCR is examined by the concerned INCID Special Committee before submitting to MOWR. R&D review sessions are held to discuss the findings of the completed projects.
