DEFENCE RESEARCH AND DEVELOPMENT ORGANISATION (DRDO)
 
  Introduction  
 
DRDO is dedicatedly engaged in the formulation and execution of programmes of scientific research, design and development, testing and evaluation leading to induction of state-of-art weapons and equipment which would compete and compare favourably with its contemporary systems available elsewhere in the world. It consists of a chain of 50 laboratories/establishments situated all over the country, persuing assigned scientific goals with delegated powers under the policy direction provided by the headquarters in New Delhi. DRDO also supports a substantial amount of extramural research in academic institutions and other laboratories on defence related problems through various grants-in-aid schemes and other sponsored projects.
 
 

R&D in the field of aeronautics including Guided Missiles is being carried out through the Aeronautics Research and Development Board. The Board supports a large number of R&D projects under the Grants-in-aid scheme.

Universities, IITs, IISc., and other higher technological centres in the country.

Project proposal (4 copies) in the prescribed form may be sent any time during the year.

All areas of Science and Technology of relevance to defence.

Special equipment, salaries, expendable materials, salaries for research staff and contingencies.

Building up of basic facilities, personal payments to members of regular staff of the institution.

Building, furniture, electrical fittings and hiring services of technical project support are not allowed.

 
  Mechanism of implementation and monitoring  
 

The proposal is evaluated for its technical feasibility and defence applications by the DRDO lab(s) interested in the subject area of the proposal. The recommendations covering all aspects of proposal including nomination of scientists for monitoring the progress of work and utilisation of results after completion of the project are obtained. Based on the recommendations, the proposal is further processed for approval.

The PI is required to submit annual progress report. Monitoring of the project is done through evaluation of the progress report by monitoring committees as also visits to the site by expert scientists from DRDO labs and DTSR .
Six copies of the PCR are required to be submitted. Expert scientists from DRDO and DTSR decide the continuation of the project in the next phase or transfer of technology of product developed or patenting of the product. PCR is sent to the concerned DRDO lab for information and follow up action. Copies of PCR are also sent to DESIDOC and INSDOC for dissemination of information.

Research & Training Scheme (R&T)

Research and Development (R&DP)
 
  Objective  
 
 
To sponsor research project in frontier areas and thrust areas of relevance to current and future requirements of defence in general and DRDO in particular.
 
To create a pool of highly motivated and qualified scientific personnel capable of undertaking research of relevance to defence and needs at R&T centres.
 
To sponsor DRDO/services personnel for post graduation and short term training programmes in selected areas.
 
To maintain close interaction with DRDO establishments in relevant areas of research by mutual exchange of scientists, technical discussions, lectures, seminars, workshop etc.
 
  Who can submit a proposal  
 

The project proposals are made by the R&T Centres established under the scheme and new centres included from time to time.

 
  When and how to submit a proposal  
 

The proposal (12 copies) can be submitted in the prescribed format at any time during the year.

 
  Areas of research support  
 
The scheme covers the areas of electronics (systems, devices and materials ) and allied topics like lasers, computers etc. The scheme is also extended to mechanical engineering area.
 
  Components of grant  
 

Salaries, capital/special equipment, consumables, contingen-cies, overheads, travel within the country etc.

 
  Items not allowed out of grant  
 

Salaries of permanent staff of the institute, works, services and office infrastructure.

The proposal is referred to concerned DRDO lab(s) and other user agencies of Ministry of Defence and their comments are obtained. Based on the recommendations, the proposal is further processed for approval.

 
 
The PI is required to submit half yearly progress report. Monitoring of the project is done through evaluation of the progress report by the Review Committees.

Objective

 
 

The Aeronautics R&D Board was constituted by the Government, in February 1971, for directing and coordinating research and development efforts in the field of Aeronautics including Guided Missiles. The objective of the scheme is to nurture the available research talent and to develop facilities in IITs, universities, higher technological institutes, colleges and other research centres including industry for promoting research, design and development programmes in aeronautics and allied sciences keeping in view the future needs of the country with respect to aircraft, helicopters, missiles and all other air-borne vehicles and their operation.

 
 

Who can submit a proposal

 
 

Research institutions, universities or colleges, departments or laboratories attached to industrial firms both in the Government and non-Government Sector.

 
 

When and how to submit a proposal

 
 
Twenty copies of the proposal in the prescribed form may be sent any time during the year.
 
  Areas of research support  
  Research, design and development projects including establishment of facilities and conduct of seminar, symposia, short courses and award of flying scholarships are the main areas supported by the Board provided these have relevance to aircraft or missiles.

Research staff, special equipment, consumables, stores, chemicals, contingencies, travel within the country, etc.
 
 
Items not allowed out of grant
 
 
Personal payment to members of regular staff of school, colleges, institutions, travel abroad and employment of consultants are not permissible except when specifically authorised for conducting short courses/seminar supported by the Board.

The projects are sanctioned based on recommendations of the appropriate specialist panel.
 
 
The progress of the project is monitored by the specialist panel annually and the grant released appropriately each year.
 
 
Four copies of the PCR are required to be submitted. The specialist panel advises the necessary action to be taken on the PCR. Copies of the PCR are kept in the AR&DB secretariat.
